This is a very interesting question.
I am a CG Artist and a heavy user of photoshop. You know I heard this question a lot, answering it really depends on what you plan to use it for. For example, if you want to use it for editing/retouching photos here and there then learning a few of the tools involved will suffice. If you are intending to use it for web graphics or print then more tools will be added and so on.
Here are my suggestion:
1) Fool around with it as much as possible, learn all about the layers palette, color adjustments, masking, and what is bitmap and vector graphics.
2) please, please pleeeeeez buy a Wacom Tablet! I know you have to invest a bit to get one, but once you do you'd be doing yourself a HUGE favor. You will draw better, faster and more naturally and you will control your pen and graphics miles better. (consider an intous model).
3) Remember if you enjoy something you'll tend to learn it faster.
4) Don't buy a fat book about photoshop, instead go to places like Lynda.com and let someone walk you through the whole app via interesting videos and exercise files. I learn better when watching someone demonstrating the steps to me rather than reading a boring thick book.
5) Have a look at what makes other peoples work different/unique. Train your eyes to really pick the differences. Reproduce their work, then play around with it to vary it and come up with a different style.
i.e change the outlines thickness, change color tones, introduce your own scanned elements and so on.
6) Don't forget to congratulate yourself along the way and be less critical of yourself – you'll be just fine.

In the last two academic institute periods, we have constructed and flew a paper aeroplane. The extremely high- quality design came from Mr Watson (who got it from another source) and, as you would expect, glided very well. It was quite interesting to see what a slight bend in the plane and wing flaps at the rear made. My plane, unusually, went very well, however, a slight difference in the wings or something else made the plane turn right.

As far as the current set up goes, it looks like it will be a nicely designed gaming rig. There is only one issue that I have noticed. As far as RAM goes, it is extremely hard to manufacture, and you want to make sure that you select a good brand so that you have a higher chance of getting legitimate RAM, and not faulty garbage.
